Being in custody has made one reality impossible to ignore: behind prison walls are human beings whose lives depend entirely on the institutions entrusted with their protection. People are being beaten, allegedly tortured and dying while in State custody. These are not isolated incidents. The Negombo Prison tragedy alone resulted in 28 deaths. Medical findings presented in court revealed that 17 victims died from gunshot injuries, while the remaining 11 died from blunt-force assaults. More recently, the deaths of 29-year-old Ishara Harshakumara in Homagama Police custody and a 41-year-old man in Kobeigane, Kurunegala, have raised further serious questions about the treatment and protection of people in State custody. The Human Rights Commission has raised grave concerns and called for independent investigations. Yet, nearly four months after Negombo, forensic reports remain pending, families are still waiting for answers, and accountability remains unresolved. The rule of law loses its meaning when it is applied selectively. Justice must stand above political interests, protect individual rights and remain impartial, whoever the individual may be. A person’s freedom may be restricted, but their right to life, dignity and protection cannot be taken away. The question is simple: Who protects those who are behind bars, and who ensures that the truth does not die with them? The State has a duty to protect every life in its custody. That duty is not optional. -Admin
